Login section

In your browser, go to the New Edge Networks' extranet site at http://www.newedgenet.com. There you will see the PILOT login window.

Successful Login: Starting to Use PILOT

If your login and password are correct, you will be logged into PILOT.

Screen Element Action Notes
Pilot Main Menu page Click on one of the menu choices in the Pilot Main Menu or in the body of the page, as described below. This is the first page of the New Edge Networks PILOT website.
Prequal (or Pre-qualify End Users) menu choice If you wish to pre-qualify an end user, click Prequal in the Pilot Main Menu or Pre-qualify End Users in the body of the page. Prequalifying permits you to check an end user's address and telephone number to see whether DSL service is available to him and, if so, which types and speeds. You can continue with New Order entry from Prequal.
Order (or Pre-qualify an End User and Enter an Order) menu choice If you wish to pre-qualify an end user, and order service if it is available, click Order in the Pilot Main Menu or Pre-qualify an End User and Enter an Order in the body of the page. Entering a new order starts with pre-qualification of the end user and then proceeds with placing a new order.
  Note: At present there is no difference between the Prequal/ Pre-qualify End Users and the Order/ Pre-qualify an End User and Enter an Order options. In both, you prequalify the end user and are then offered the opportunity to create an order.
View Order Status (or Check the Status of an Order You Entered Previously) menu choice If you wish to check the status of an order already placed, click Order in the Pilot Main Menu or Check the Status of an Order You Entered Previously in the body of the page. This menu choice takes you to the page through which you can check status of an existing order. You will need your order number to check the order's status.
Bulk Pre-Qualification method link If you wish to pre-qualify a list of potential end users all at one time, but without entering orders, click the Bulk Pre-Qualification method link. The Bulk Pre-Qualification method is described in detail in Bulk Pre-Qualification.
PILOT Customer Care link To send an e-mail message to New Edge Networks Customer Care on the subject of PILOT 2.1, click the PILOT Customer Care link. This link will open a new message in your e-mail program addressed to New Edge Customer Care, with the Subject "PILOT Inquiry."
Logout link Click Logout to log out of PILOT if you are finished or wish to log in as another user.  

Unsuccessful Login

If either the login or the password you entered are not correct, or if either one of them is missing, a validation error message will be displayed in the login window: Invalid username and/or password, please try again.

If you get this message, re-enter your username or password, or both, and click GO again. You can do this as often as necessary to either successfully log in or to be certain you have entered the numbers correctly. If you have entered the numbers correctly, and you still cannot log in, verify both your login and the password for that login. If they are correct, contact your New Edge Networks Sales Representative.

Pre-Qualification

Choose Pre-qual or Order from the Pilot Main Menu. The Pre-Qualification Form opens.

Pre-Qualification Form Fill in the required fields and click Prequal Now. See details below. Note that names of required fields are red.
Service Type option buttons Choose Residence or Business.  
Phone field Enter the End User's 10-digit telephone number (area code, prefix, and 4-digit line number). Do not enter extensions.
Street field Enter the street address. Include number, directional abbreviation, if any, and street type, e.g., St., Rd, Blvd., Ave., abbreviated or written out in full (Street, Road, etc.).

Note: Apartment or suite numbers are not required for pre-qualification.

City field Enter the end user's city.  
State drop-down list Choose the end user's state from the drop-down list. If you click on the down-arrow by the drop-down list, then type the first letter of the state, the first state starting with that letter will be brought to the top of the list. Press the first letter again, as necessary, to scroll through the list of states starting with that letter, or use the scroll bar to find the state's two-letter abbreviation and click it to select it.
Zip field Enter the end user's zip code.  
Prequal Now button Click Prequal Now when the form is complete, to start the prequalification process.  

No Exact Match, Multiple Similar Addresses

If PILOT can't make a match with the address exactly as entered, it will present a list of possible matches for you to choose from.

Note: These addresses are not necessarily prequalifiable addresses.

Pre-qualification Information Entered section This section shows you the phone number and address you entered for pre-qualification. Verify that it was entered correctly.  
Pre-Qualification Details section Examine the addresses for the one that seems most likely to be the one you are pre-qualifying.  
Accept this address link If one of the addresses is clearly the right address, click the Accept this address link below it. PILOT will attempt to pre-qualify the address, and this address will be carried forward into New Order Entry.
No acceptable addresses If none of the possible matching addresses is near enough the one being pre-qualified, you will have to discontinue the pre-qualification process until the problem can be resolved.  
<< prequal another user button Click << prequal another user to return to the Pre-Qualification window and enter another address and phone number. Note: Do not use your browser's Back button to go back to the pre-qualification window. Verify the end user's address, through contacting the end user, or through other methods.

PILOT Pre-Qualifies the Order

When you click Prequal Now, or Accept this address in the multiple address window, PILOT Pre-Qualifies the end user order. This pre-qualification checks:
  • How far the end user address is from the CO serving the end user's phone number
  • Whether New Edge is collocated in that CO
  • Whether the Customer has an aggregation circuit that reaches the CO
  • If the end user is qualified according to the above checks, and if the end user is a Residence within the distance for ADSL Shared Line sevice, pre-qualification checks whether the CO is equipped for Line Sharing. (If so, ADSL Shared Line will be one of the services available to the end user.)

Finding the CO and Distance

PILOT determines the CO for prequalification in one of two ways. The second is used only if the first cannot be used.
  1. The CO and its location are identified from the NPA NXX entered by the customer. PILOT then locates the end user's address and calculates the distance between the CO and the end user address.

  2. If an invalid phone number is given, the software chooses the closest CO to the end user's address and calculates the distance between them.
If you do not have an end user's phone number, but you do have the address, PILOT will accept zeros for area code (NPA) or exchange (NXX), but PILOT will use rule #2 to determine the end user's distance from the CO.
If the pre-qualification is successful, PILOT returns a screen verifying the end user information, stating that This end user pre-qualifies for DSL Service!, and listing the services available to the end user.

When you are ready to order DSL service for the end user, you will pre-qualify him or her again, but you will already know that the order can be pre-qualified and what services will be available.
Continue to order entry >> button If you are ready to enter the end user's order, click Continue to order entry >>.  

Qualification Distances and Speeds

Distances from the end user's premises to the CO serving the end user's phone number are provided by Nightfire Supplier Express (Nightfire). Nightfire carries out the following steps:

  1. Nightfire finds the CO that serves the end user's phone number, based on the area code and prefix, and provides the CLLI code (CO designation) to PILOT.

  2. Nightfire attempts to find the end user's address in the respective MSAG (Municipal Street Address Guide). If Nightfire cannot make a perfect match with the address as entered, but it does find possible matches with minor variations from the one entered, it lists the possible alternatives for the customer to choose from. PILOT continues with the pre-qualification on the basis of the alternative address selected.

  3. Nightfire determines the straight-line distance between the end user's address and the CO.
PILOT uses the CO and distance provided by Nightfire to qualify the end user's address for xDSL service, according to the table of distances and services shown below.

New Edge Collocation in the Central Office

PILOT checks to see whether New Edge Networks has a DSLAM collocated in the CO serving the end user's phone number.

Aggregation Circuits

PILOT checks to see whether the customer pre-qualifying the end user has the aggregation circuit, or circuits, needed to serve the end user's CO.

For ADSL Shared Line Service Only (When Available)

If the end user is qualified according to the above checks, and if the end user is a Residence within the distance for ADSL Shared Line, PILOT checks whether the CO is equipped for Shared Line service. (If so, ADSL Shared Line will be one of the services available to the end user.) Refer to the note below.
Note: New Edge Networks is working to make ADSL Shared Line service available as soon as possible, and PILOT 2.1 and its documentation have already been designed to support it. However, as of the date of this document and deployment of PILOT 2.1 for use by all of New Edge Networks' customers, ADSL Shared Line service is not currently available.

Reasons for Failure to Pre-Qualify

There are four basic reasons why an end user cannot be pre-qualified by a given customer, and there is an additional factor affecting ADSL Shared Line service:
  1. Nightfire cannot find the end user's address in the MSAG.

    A normal pre-qualification will not be possible.

  2. New Edge Networks does not have a DSLAM collocated in the end user's CO.

    A message like the following will result:

    Pre-Qual Failed: CO unavailable window

  3. New Edge Networks does have a DSLAM collocated in the end user's CO, but the end user's premises are too far from the CO.

    A message like the following will result:

    Pre-Qual Failed: End User too far window

  4. New Edge Networks does have a DSLAM collocated in the end user's CO, but the CO is outside the reach of the Customer's aggregation circuit.

    A message like the following will result:

    Pre-Qual Failed: No aggregation circuit window

  5. The CO is not equipped for Shared Line service. The availability of ADSL Shared Line service depends on whether the Central Office is equipped with the type of equipment Shared Line service requires. An end user may pre-qualify for DSL, but not for Shared Line service. If Shared Line service is available to the end user, it will appear in the list of available services in the Pre-Qualification was successful! window and in the DSL Service Type drop-down list on the New Order Form, Page 1.


    Note: New Edge Networks is working to make ADSL Shared Line service available as soon as possible, and PILOT 2.1 and its documentation have already been designed to support it. However, as of the date of this document and deployment of PILOT 2.1 for use by all of New Edge Networks' customers, ADSL Shared Line service is not currently available.

What does Pre-Qualification Mean?

Successful pre-qualification means the following:
  1. New Edge Networks' initial check, using Nightfire Supplier Express, identified the end user's CO and estimated the distance from the end user's address to the CO (the loop length). The estimated distance qualified the end user for the DSL service shown.

  2. New Edge Networks has a DSLAM collocated in the end user's CO.

  3. The customer has an aggregation circuit to serve the end user's CO.

  4. If the end user qualified according to the above checks, and if the end user is a Residence within the distance for ADSL Shared Line service, pre-qualification checked whether the CO was equipped for Line Sharing. If so, ADSL Shared Line was one of the services available to the end user.
Customers should remember that other factors, not checked in pre-qualification, may prevent providing economically acceptable DSL service to the end user. One factor is the actual loop length, which may vary from the estimate, depending on the actual route of the line between the CO and the address. Another factor is Line Conditioning, comprising Bridge Taps and Load Coils, which may have to be removed to permit DSL service. (New Edge Networks accepts the cost of removing Line Conditioning for SDSL and IDSL service, and it charges a flat fee to ADSL users, at the end user's option, to remove line conditioning.) Both of these factors may be revealed only when the LEC provides a Design Layout Record for the loop.

Bulk Pre-Qualification

As soon as a user has logged into PILOT 2.1, the PILOT Main Menu page opens. In addition to links to the three main functions of PILOT 2.1, you will find a link to the Bulk Pre-Qualification method. Use this tool to pre-qualify lists of existing customers.

Note: If you are planning to purchase a direct mail list from a list vendor, please specify that the list include only businesses within 18,000 feet of the telephone Central Office. There is no need to use Bulk Pre-Qualification to pre-qualify a list that was purchased with such a specification.

However, to order service for any of the end users on such a list, it is still necessary to go through the prequalification process as well as the order process. This is because the individual pre-qualification process is more rigorous than the bulk prequalification process.

Tips for Good Results

  • Follow the prescribed format carefully, e.g., only one tab between data fields in Tab-Delimited Text format.
  • Submit only street addresses; PO Box addresses cannot be used for DSL prequalification. (Physical location, and distance from the CO, are keys to DSL availability.)
  • Use only the two-character abbreviation for the state, e.g., WA, CA, instead of Wash. or Calif.

New Edge Networks will return the following to you:
  • A summary e-mail of the Pre-Qual Results
  • An attachment with details by potential end user: Pre-Qual Status, Central Office Serving the End User, Distance between End User and Central Office, Services that may be available to the End User

Types of Result

The result types listed in the Batch Pre-Qualification Summary Report have the meanings shown in the following table:

Qualified The end user's address is within the required distance of the nearest CO, and New Edge Networks has facilities in the CO. (See Note below.)
Qualified, Address approximated The end user's address is within the required distance of the nearest CO, and New Edge Networks has facilities in the CO. However, the end user's address was not found exactly as entered. In attempting to resolve the address, PILOT found only one address that seemed a possible match, and it used that address ("approximation"). (If the address used by PILOT was not the correct address, the qualification may not be valid.) (See Note below.)
Unavailable "No (New Edge Networks) facilities currently exist at the local CO..." This message means that the end user address qualified in terms of CO distance, but New Edge Networks does not have facilities there.
Unavailable, Address approximated "No (New Edge Networks) facilities currently exist at the local CO." However, the end user's address was not found exactly as entered. In attempting to resolve the address, PILOT found only one address that seemed a possible match, and it used that address ("approximation"). (If the address used by PILOT was not the correct address, the Unavailable result may not be valid.)
Distance The end user does not qualify, because the address is too far from the nearest CO. "The distance from End User to Central Office is: 45000 feet, Loop to CO (CLLI Code) is too long..."
Address The end user's address could not be found. "Manual entry required." This message means that either no possible matching address was found or two or more possible matching addresses were found (in which case PILOT will not select one to attempt to qualify. PILOT requests re-entry of the address.

Note: Remember that this is a preliminary qualification. Final qualification of these facilities does not occur until the installation of New Edge Networks DSL service.
